THE CITY OF NIŠ AND THE MUNICIPALITY OF ĆUPRIJA IMPLEMENTED SUCCESSFULLY THE PROJECT EFFICIENT AND EFFECTIVE PROPERTY MANAGEMENT IN NIŠ AND ĆUPRIJA THROUGH THE INTRODUCTION OF THE GEOGRAPHICAL INFORMATION SYSTEM

The City of Niš and the Municipality of Ćuprija, after two years of joint work, have successfully implemented the project “Efficient and Effective Property Management in Niš and Ćuprija through the Introduction of GIS” funded by the EU from the allocation for IPA 2014, and implemented by the Ministry of Public Administration and Local self-government in cooperation with the Standing Conference of Towns and Municipalities. At the press conference, held through the zoom platform on the occasion of the completion of the project, it was said that the process of managing public property was serious, and at the same time limited by numerous legal regulations. According to project manager Ana Radovanović, from City of Niš Office for Local Economic Development and Projects, it was necessary to introduce new tools into a rigid system in which local governments have been operating for years. Ms. Radovanović stressed that for efficient asset management it was important to know what there was at disposal, what was the value of the property, that all public property was introduced into legal channels and that, in the end, there was a single software system, one database that would bring together all necessary real estate information. At the very beginning of the project realization the City of Niš had registered property, while the Municipality of Ćuprija, during the project realization, registered everything it had at its disposal and entered data on more than 400 real estates into the database. It was also said at the conference that according to the law local self-government units were obliged to submit documentation for legalization of facilities in their ownership, however, as local self-governments did not have enough funds for that process, many requests have not been resolved. What is important, according to the representatives of OLEDP, is that the tools, skills and knowledge have been developed with the help of which sustainable asset management system will be built. The property management process is long and serious, especially for the City of Niš, which has more than 20,000 facilities. This project represented a zero point in the development of the City of Niš as a smart city. With this project, the process of opening the data has begun, and the asset management database that has been created is the basis for all other data that will be merged into a single database. The president of the Municipality of Ćuprija Mr. Jovica Antić expressed his satisfaction that this project was realized in partnership with a city like Niš. He said that this project brought the acquisition of new knowledge in the field of public property management in a better and more efficient way. He also emphasized that, thanks to this project, the Municipality of Ćuprija recorded more than 3000 irregularities into the database
