TERMS OF REFERENCE

Department for legal, general and executive affairs are in charge of:

 

  • Preparing drafts and proposals for legal acts and regulations,
  • Responding to complaints based on decisions and conclusion made by first degree institutional bodies  and preparing recommendations for further processing,
  •  Preparing position on the execution  of the obligatory measures and recommendations according to the rulings of the second degree institutional bodies and RS Supreme Court verdicts in case when the first degree decisions and recommendations are annulled or suspended,
  • Providing expert help to the inspectors,
  • Preparing notifications and explanations upon the requests from Municipal persecution office and national institutions in the processing of criminal charges and offences,
  • Preparing replies in processing  citizens’ complaints and preparing the files for the municipal defense office and for courts,
  • Executing technical assistance in disciplinary proceedings against city administration employees,
  • Keeping records of the unpaid fees for enforcement execution orders,
  • Forwarding request to municipal defense office for court execution of the unpaid fees for enforcement execution orders,
  • Removing the constructions according to orders issued by construction works inspection,
  • Keeping records of the issued fees and other measures in criminal charges and offence  proceedings , preparing  and  issuing complaints.

  • Return of the land property which became the public property on the basis of land fund, confiscation due to disrespect of the obligations imposed by the compulsory buy out of the agricultural products,

  • Return of the fields and pastures to villages for usage,
  • Return of the land property to co-operative associations.

  • Buying out and leasing the flats owned by the City of Nis
  • Supervising  the functioning of the PUC Nišstan
  • Keeping the records of the flats given under lease

Office for construction works inspection is in charge of:

 

  • Monitoring the work of the investors, construction companies and other participants in the construction of the objects for which the permit has been issued by the municipality, i.e., the city;
  • Monitoring the application of the regulations, technical norms and standards on construction;
  • Reviewing the project documentation and supervising the construction works according to the issued permit and approved main design;
  • Disclosing, keeping records of and controlling the illegal construction;
  • Issuing the orders for the tearing down the illegally constructed objects;
  • Monitoring the usage of the objects and ordering the issuing of the usage permits;
  • Undertaking the security measures for the objects;
  • Undertaking necessary measured for the objects inclined to falling down;
  • Controlling the construction site in relation to construction works log, inspection logs;
  • Upon the request from the Niš City Directorate for Land Development, determining the status of the construction which are on the way of the traffic roads  to be built;

Office for communal inspection and residential building maintenance inspection is in charge of:

 

  • Monitoring the communal services in relation to the respecting of the laws and regulations;
  • Controlling the conditions of the communal facilities, devices and installation;
  • Monitoring the provision of the communal services;
  • Issuing orders for the removal of the things and objects from the public places if they are placed there without the consent;
  • Monitoring the maintenance of the residential buildings, their security;
  • Forbidding the work and the usage of the objects with the usage permits, devices and installations in the public places and residential buildings which can influence the safety of the traffic, safety human lives and health and property of people;

Office of roads inspection is in charge of:

 

  • Monitoring the construction, reconstruction, maintenance and protection of the city roads and streets,
  • Monitoring the technical and other communications for construction, reconstruction and maintenance of the roads, part of the roads and objects on the roads,
  • Controlling the  quality of the city roads and implementing the protection measures,
  • Monitoring the correct maintenance of the roads according to the technical regulations which secure the roads for safe traffic,
  • Monitoring the application of the technical regulations and norms when performing the road and street constructions, reconstructions and maintenance,
  • Issuing the order for the removal of the damages on the municipal roads which prevent safe traffic,
  • Issuing the road  suspension measures in case the road doe s not satisfy the prescribed conditions,
  • Issuing the orders for tearing down and removal of the pipe lines, installations, waste disposals, trees, inscriptions, fences placed in the protection areas of the roads contrary to the law provisions,

 

Office for traffic inspections is in charge of:

 

  • Monitoring the city public transport and public transport to settlements in the city outskirts,
  • Monitoring the  taxi –service transport,
  • Determining  the fulfillment of the conditions for performing the taxi transport,
  • Issuing the certificate on the completion of the conditions for performing  the taxi transport
  • Forbidding the transport and usage of the motor vehicles if they are breaking the law
  • Excluding vehicle, taking away the vehicle registration permit and vehicle registration plates in case the public transport or the transport for personal needs is carried out against the law provisions.

  • Monitoring the protection of the environment over the constructions for which  the construction permit is issued by the city municipality or the city,
  • Monitoring the fulfillment of the required conditions related to the environment protection  for starting up the business operations for the companies and private entrepreneurs,
  • Monitoring the undertaken measures for the protection from the noise,
  •  Monitoring the air pollution and removing the causes of the pollution,
  • Prescribing the development of the study about the influence of the approved project on the environment
  • Keeping the register of the pollutes in the city
