Administration for Finance, Local Self-Government Revenues and Public Procurements has been established for the field of budget planning, internal control of undesignated usage of the budget means, treasury affairs, financial and material affairs of the City bodies and administrations, fields of assessment, collection and control of the local revenues realized at the City territory as well as the field of public procurement.

 

The Administration is managed by the Head of the Administration who represents the Administration, organizes and enables legal, efficient and professional performing of the work.

 

Organizational structure:

 

Departments for Budget with one group:

  1. Group for Budget Planning;

The department is responsible for the preparation of the decisions on the city budget, including coordination of the procedure of budget preparation, creation of the direction and guidelines for the budget preparation, analysis of the beneficiaries’ applications for financing, preparation of the draft budget, control of the budget execution plan and other tasks.

Department of the Treasury with two groups:

  1. Group for Cash and Debt Management;
  2. Group for Internal Control of the Budget Execution;

The following activities are carried out within the Treasury Department: financial planning, cash management, debt management affairs, financial information system management, preparation of the accountancy documentation and book keeping, coordination of the state, demands and obligations, etc.

 

Department for Budget Accounting and Reporting with two groups:

  1. Group for Accounting;
  2. Group for Salaries, Remunerations and Payment Processing;

Department for Financial Affairs performs the following tasks: calculation of salaries of elected and appointed persons employed in the bodies, organizations and city services, counter work and other financial material affairs.

Department for Assessment, Collection and Control of Local Self-Government Revenues with six groups:

  1. Group for Assessment of Local Self-government Revenues for companies and entrepreneurs;
  2. Group for Assessment of Local Self-government Revenues for individual citizens;
  3. Group for Collection of Local Self-government Revenues from companies and entrepreneurs;
  4. Group for Collection of Local Self-government Revenues from individual citizens;
  5. Group for Control of Local Self-government Revenues for companies and entrepreneurs;
  6. Group for Control of Local Self-government Revenues for individual citizens;

This Department manages the Registry of local self government tax payers, performs office and field control, enables the local public revenues billing, regular and forced billing of local public revenues, manages the first degree administrative procedure, tax accountancy and other activities in the scope of the work.

 

Department for Public Procurement with three groups:

  1. Group for Processing Public Procurement of Goods and Services;
  2. Group for Technical Preparation and Launching Public Procurement of Work Execution Consigning;
  3. Group for Economic and Financial Affairs and Public Procurement Planning;

Department for Public Procurement carries out the following administrative and expert work: selection of the contractors of public procurement, monitoring and applying of regulations, preparation of normative acts in the scope of public procurements and other activities in compliance with the law and other regulations.
