Administration for City Planning and Construction is responsible for:


  • Creating the annual programmes for the construction land development, mid-tem, annual and operative programme for planned development and setting priorities for capital and other objects;
  • Preparing realization reports;
  • Coordination the definition of priorities with other administrations and municipalities;
  • Monitoring the work of the PE Institute for Urban Planning and PE City Housing Agency;
  • Contracting project design and monitoring the implementation;
  • Implementing the programme for social housing on the Niš City territory and implementing the City Housing Strategy;
  • Adopting the urban planning documentation;
  • Organizing public presentation, urban plans for parceling, re-parceling and construction;
  • Coordinating the work of the Commission for Niš City Plans;
  • Setting urban planning requirements;
  • Verifying the accordance of the urban planning documentation with the prescribes acts on urban planning conditions and project design excerpts;
  • Land surveyor services;
  • Issuing construction permits;
  • Issuing approval for construction and usage permits (legalization) for all the requests submitted before May13, 2003.
  • Confirmation of the applied works according to the issued permits;
  • Designating the commission for the technical acceptance of the constructed objects;
  • Issuing usage permits;
