Administration for Children’s Welfare, Social and Primary Health Care

Basic activities of this administration refer to social and primary health care, children’s welfare, and the issues related to war veterans and people with disabilities.

Organisational structure:

Department for family:

This department informs the general public about the counsel services it provides in order to meet the real needs of the citizens; it provides the mediation service in the processes of overcoming family problems as the new model of applying good practices in social care system, primarily in the processes of peaceful reconciliation of the conflicts of the children with the law and resolving family feuds;  it gives order for the reimbursement of funds within in-vitro programme; it verifies the right to remuneration during maternity leave and leave of absence due to needed special care for the new born children; it coordinates the activities with MD commissions for determining the right to leave of absence for the special care of the new born children and categorization of the children with arrested development; it provides one time financial assistance for the first child in the family; it provides the financial assistance for twins, triples and four children in the family.

Department for child allowance:

The department makes the selection of the child allowance beneficiaries based on the applications from the citizens; it responds to the complaints with the preparation of the supporting documents; it keeps records of the beneficiaries; it coordinates its activities with relevant Ministry.

Department for war veterans and people with disability issues:

This department receives the applications and keeps the records of the war veteran and people with disability allowance beneficiaries, coordinates the activities with relevant Ministry, coordinates activities with the Commission of the MDs in 36 municipalities. The department calculates and pays out the allowances for war veterans and people with disabilities. It coordinates the activities with the associations of the war veterans and people with disabilities.

Department for social care:

This department makes the selection of social care allowance beneficiaries; the department monitors the work of social care institutions and humanitarian organizations; it receives and reviews the applications and financial documentation from indirect city budget beneficiaries and it processes and follows up the applications; it reviews the annual reports of the city social care institutions; the department can send the beneficiary of one time financial assistance to volunteering engagement;  it keeps the records of the refuges, IDPs; it provides technical assistance for RS Commission for Refugees.

The special office within the department is in charge of monitoring the work of the organizations and associations of people with disabilities which are financed from the city budget.

Department for primary health care:

This department prepares and makes contracts with health care institutions; it prepares the necessary documents for the approval of the funds for the investment maintenance of the primary health care institutions and for the equipment procurement; it coordinates activities between primary health care institutions and relevant city administrations; it cooperates with respective ministries; it prepares the analyses, reports and notifications from the field of primary health care institutions.
